Where Does the Tour Start?
The tour starts from Kotor’s Old Town — a UNESCO World Heritage Site nestled at the foot of Mount Lovćen, bordered by the Bay of Kotor on one side and medieval walls on the other. Kotor is the perfect starting point for this journey. Its thousand-year-old streets, Venetian squares, and layered history set the tone for everything that follows.
What to Expect on the Tour
The Serpentine Road — or the Cable Car
A few minutes after leaving Kotor, the road begins to climb. Twenty-five hairpin bends take you up the mountain, each one opening a wider view over Kotor Bay than the last. We make two photo stops on the way up — the views are postcard material and deserve more than a glance from a moving vehicle. If the serpentine road is not your preference, the Kotor Cable Car is an equally spectacular alternative — optional, but well worth it.
Lovćen National Park
At the top, the mountain air is crisp, the scenery is dramatic, and the quiet is the kind you do not find at sea level. Lovćen National Park is home to diverse flora and fauna and some of the most dramatic landscapes in Montenegro. The park sits at around 1,700 metres — on a clear day you can see across half the country.
The Njegoš Mausoleum — 461 Steps
The highlight of Lovćen is the Njegoš Mausoleum — a tribute to Petar II Petrović-Njegoš, Montenegro’s most beloved leader and poet. It sits on the second-highest peak of Mount Lovćen at 1,657 metres. Getting there means climbing 461 steps cut into the rock. At the top, a 360-degree panorama stretches across Montenegro, the Adriatic Sea, Lake Skadar, and on clear days as far as Albania and Croatia. The famous jumping photo happens here.
Cetinje — The Old Royal Capital
From Lovćen we continue to Cetinje, the former capital of Montenegro. A free walking tour through the town covers its palaces, embassies, and the quiet dignity of a city that was once the centre of a kingdom. Cetinje does not shout about its history — it just sits with it.

Back in Kotor, an optional walking tour of Kotor Old Town is included at no extra cost. Highly recommended — the streets look completely different once you know what you are looking at.
